Senior Technical Advisor, Quality Improvement at FHI 360
The Senior Technical Advisor, Quality Improvement (QI), provides technical expertise and hands-on support to strengthen the quality, performance, and continuity of HIV and TB-related care and treatment services under the EpiC Project in Tanzania. The position supports Police and Prisons health facilities, as well as public-sector health facilities, to improve service delivery outcomes through quality improvement methodologies, data-driven decision-making, supportive supervision, mentorship, and systems strengthening.
The Advisor will works closely with facility teams, councils and regional health management teams(R/CHMTs), and project staff to identify service delivery gaps, implement and monitor QI plans, strengthen multidisciplinary quality teams, and promote sustained improvements across in HIV testing, linkage, retention, viral load suppression, TB screening, EMTCT integration, index testing, differentiated service delivery, and other priority care and treatment interventions
Technical Requirements:
- Leads implementation of quality improvement activities in line with national HIV and TB guidelines and project priorities.
- Supports facility teams to identify bottlenecks, define improvement objectives, and develop, implement, and review QI action plans.
- Facilitates use of QI methodologies such as PDSA cycles, root cause analysis, gap analysis, process mapping, and run charts.
- Strengthens QI governance structures, including facility QI teams and routine performance review meetings.
- Conducts regular supportive supervision, on-site mentorship, and follow-up visits to Police, Prisons, and public health facilities.
- Build capacity of senior technical officers on quality standards and continuous improvement approaches.
- Work with facility teams to review service delivery data, identify performance gaps, and track progress against targets.
- Supports staff in the routine use of dashboards, facility registers, CTC2 database, and other reporting tools to guide QI actions.
- Supports documentation of QI results, lessons learned, best practices, and successful models for scale-up.
- Tracks implementation of site improvement plans and document progress, challenges, and achievements.
- Prepares regular technical reports, field visit reports, and QI summaries for project management and donors as required.
- Contributes to quarterly, semi-annual, and annual reporting with evidence of service quality improvements and best practices.
- Documents, case studies and success stories, demonstrates improved service delivery outcomes.
- Ensure all QI activities are aligned with national guidelines, project standards, and donor requirements.
- Promotes sustainable approaches that can be institutionalized by government and facility teams.
- Support integration of quality improvement into routine supervision, management, and clinical governance structures.

Applied Knowledge & Skills:
- Demonstrate ability to design and operationalize QI strategies at facility, district, and national levels.
- Knowledge of HIV service cascade differentiated service delivery, viral load suppression, ART optimization, TB/HIV integration, and retention in care.
- Understands Tanzania’s health-sector policies, guidelines, service-delivery structures, and the roles of the Ministry of Health, regional and council health management teams, and health facilities
- Knowledge of PEPFAR priorities, HIV program performance indicators, quality standards, and approaches to achieving and sustaining epidemic-control targets.
- Knowledge of indicators, performance monitoring, data quality assessment, learning agendas, and translating monitoring findings into program improvements.
- Facilitates QI collaboratives and learning sessions.
- Experienced with tools such as: DHIS2, Power BI, Excel, Statistical software (SPSS, STATA, R, or similar)
- Develop standard operating procedures (SOPs), guidelines, and QI tools.
- Experienced with data quality assessments (DQAs).
Supervision Given/Received:
- Mentors and supervises junior level staff to strengthen their technical capacity and performance
- Reports to Technical Director.
Education: **
- Master’s degree in public health, Health Services Management, Medicine, Nursing combined with a relevant clinical/health bachelor’s degree and substantial HIV/QI experience.
- Master’s degree in Epidemiology, Health systems management or a closely related discipline is an added advantage
Experience: **
- 12+ years of experience in HIV/public health programming, QI leadership, experience with USG-funded projects, strong familiarity with Tanzania’s health system, and demonstrated success in using data-driven QI approaches to improve HIV service outcomes
- Substantial experience implementing Quality Improvement (QI) programs, including: Continuous Quality Improvement (CQI), PDSA cycles, Root-cause analysis, Process mapping, Performance improvement, QI collaboratives and learning sessions.
- Experience using program data for decision-making, including analyzing routine health information, identifying performance gaps, developing improvement plans, and monitoring results.
- Ability to work within a team.

JOB SUMMARY
The Information Technology Officer provides frontline technical support and operational IT services for FHI 360 staff and project offices in Tanzania. Serving as the primary point of contact for end-user support, the position is responsible for workstation deployment, software installation, user account provisioning, asset and inventory management, and troubleshooting of laptops, mobile devices, printers, network connectivity, and productivity applications.
The IT Officer supports onboarding and offboarding processes for a rapidly growing workforce and ensures secure, reliable, and efficient technology operations. Working closely with the Systems Administrator and Manager, DTT, the position supports corporate IT infrastructure, implements IT policies and standards, and contributes to technology initiatives that enable digital health programs and organizational operations.
The role diagnoses and resolves hardware, software, operating systems, and network-related issues, escalates complex incidents as appropriate; and collaborates with technical teams. The role reports to the IT Manager DTT.
RESPONSIBILITIES / DUTIES
- Provide first-line technical support for desktops, laptops, printers, mobile devices, videoconferencing equipment, and productivity software.
- Prepares devices for deployment and supports staff onboarding and offboarding activities
- Configure and deploy laptops, desktops, mobile devices, and peripherals.
- Diagnoses (identifying root causes), and resolve routine hardware, software, network, and connectivity issues and operating difficulties.
- Escalate complex issues to the Systems Administrator or Manager as appropriate.
- Manage support tickets and ensure timely resolution of incidents.
- Provision and deprovision of user accounts, devices, email access, and application permissions.
- Assist users with password resets, MFA enrollment, and account-related issues.
- Maintain inventory of IT assets and software licenses.
- Support asset tracking, equipment replacement, and disposal activities.
- Maintain accurate records within organizational asset management systems.
- Provide user support for Microsoft 365 applications including Outlook, Teams, SharePoint, OneDrive, Word, Excel, and PowerPoint.
