Job Summary:
The candidate will support the implementation of Monitoring and Evaluation (M&E) activities in Mbeya, Rukwa, Katavi, and Songwe regions . Key responsibilities include providing technical assistance to EpiC staff, Police and Prison teams, healthcare providers (HCPs), community health workers (CHWs), and local government counterparts to strengthen Strategic Information (SI) systems at both facility and regional levels. Accountabilities:

- Conduct routine monitoring visits to project sites and perform Data Quality Assessments (DQAs) and verifications using official tools.
- Create and manage electronic systems and plans for data quality review.
- Review routine program data in DHIS2, Infolink, DATIM, generate DRT tools, and coordinate feedback with Regional SI Officers to strengthen data quality and reporting.
Data Analysis, Visualization, and Use
- Conduct data collection, compilation and report submission (weekly, monthly, quarterly, semi-annual, and annual), including narrative components for the assigned region.
- Support data analysis to generate insights on trends, gaps and opportunities for program improvement across community and facility interventions.
- Develop and maintain dashboards to visualize project performance, including targets vs. actuals, deviations, and trends.
- Manage setting and distributing site level targets for performance monitoring.
Database and Health Information Systems Management
- Maintain and support use of program databases for data capture, reporting, and client outcome tracking, including national and project-specific platforms (e.g., National CTC2 databases, Infolink, DHIS2, DATIM, UCS, and other relevant databases).
- Strengthen the use of project-based DHIS2 systems by mentoring, regional teams, and project staff on data access, entry, analytics, and utilization.
- Troubleshoot data submission errors and coordinate timely corrections with responsible staff.
- Oversee implementation of Going Online (ORA) activities across Police and Prison Facilities.
- Perform any other duties as assigned by the supervisor.
Education & Competencies:
- Master’s degree in Public Health, Epidemiology, Statistics, Health Monitoring, Computer Science, Project Management, or Public Health Informatics, with a minimum of six (6) years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL). The candidate should also demonstrate a strong understanding of HIV andAIDS care, treatment, and community-based interventions.
- Previous experience working with CDC, USAID, Department of War, the U.S. Department of State (DOS), or other PEPFAR‑supported programs.
- Experience in technical capacity building to non-governmental organizations (NGOs), local government, and health facilities.
- Proficiency in Power BI or Tableau for developing interactive dashboards.
- Strong knowledge of Microsoft Windows, Power BI, Microsoft Office, and database management systems such as SQL Server and Access.

Job Summary:
The candidate will support the SI Director in the implementation of Monitoring and Evaluation (M&E) activities across EpiC-supported regions in Tanzania. Accountabilities:
Strategic Information Systems Strengthening

- Promote strategic data use within the project and with stakeholders, by guiding regional and partner staff to strengthen M&E systems, promote data demand, and improve information use for adaptive management.

- Participate in the development and adaptation of data collection and reporting tools tailored to decision-makers at various health system levels.

Data Quality Assurance and Monitoring
- Conduct routine monitoring visits to project sites and perform Data Quality Assessments (DQAs) and verifications using official tools.
- Create and manage electronic systems and plans for data quality review.
- Review routine program data in DHIS2, Infolink, DATIM, generate DRT tools, and coordinate feedback with Regional SI Officers to strengthen data quality and reporting.
Data Analysis, Visualization, and Use
- Conduct data collection, compilation and report submission (weekly, monthly, quarterly, semi-annual, and annual), including narrative components for the assigned region.
- Support data analysis to generate insights on trends, gaps and opportunities for program improvement across community and facility interventions.
- Develop and maintain dashboards to visualize project performance, including targets vs. actuals, deviations, and trends.
- Manage setting and distributing site level targets for performance monitoring.
Database and Health Information Systems Management
- Maintain and support use of program databases for data capture, reporting, and client outcome tracking, including national and project-specific platforms (e.g., National CTC2 databases, Infolink, DHIS2, DATIM, UCS, and other relevant databases).
- Strengthen the use of project-based DHIS2 systems by mentoring, regional teams, and project staff on data access, entry, analytics, and utilization.
- Troubleshoot data submission errors and coordinate timely corrections with responsible staff.
- Oversee implementation of Going Online (ORA) activities across Police and Prison Facilities.
- Perform any other duties as assigned by the supervisor.
Education & Competencies:
- Master’s degree in Public Health, Epidemiology, Statistics, Health Monitoring, Computer Science, Project Management, or Public Health Informatics, with a minimum of six (6) years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL). The candidate should also demonstrate a strong understanding of HIV andAIDS care, treatment, and community-based interventions.
- Previous experience working with CDC, USAID, Department of War, the U.S. Department of State (DOS), or other PEPFAR‑supported programs.
- Experience in technical capacity building to non-governmental organizations (NGOs), local government, and health facilities.
- Proficiency in Power BI or Tableau for developing interactive dashboards.

Job Summary:
The STA, HMIS will lead the optimization, and maintenance and targeted enhancement of health information systems, databases, and software applications supporting HIV and AIDS programs, working closely with project teams and government stakeholders to ensure effective data management, system integration, and timely, accurate reporting. The role includes providing technical support to EpiC-supported community-based organizations, as well as Police and Prison facilities across Tanzania, to ensure the reliability, security, and optimal performance of electronic data systems.

Accountabilities:
The STAHMIS will collaborate closely with the SI team and other project staff to support the optimization, maintenance, and effective utilization of health information systems for HIV and AIDS programs.
Key Responsibilities:
- Lead the optimization, customization, and maintenance of project-supported health information systems and software applications, including DHIS2 Tracker, Unified Community Systems (UCS), Infolink, CTC databases and other program databases
- Facilitate interoperability and data integration across systems.
- Ensure optimal functionality, security, accessibility and performance of all managed databases and information systems.
- Implement data backup, recovery, and performance optimization procedures.
- Oversee inventory and proper functioning of data management devices (e.g., tablets, computers, servers) in collaboration with IT staff.
- Support system upgrades and new implementations aligned with national HIV and AIDS data policies.
Data Systems Integration and Data Management
- Facilitate data exchange, harmonization and support triangulation of data across HMIS platforms (CTC2 database, UCS, DHIS2, Infolink, Monthly Portal, DATIM) to ensure consistent reporting and interpretation of data.
- Provide technical assistance and training to users, civil society organizations (CSOs), and facility partners on database administration and M&E systems.
- Generate DATIM import files, review data, and collaborate with Regional SI Officers for feedback and resolution.
Data Visualization and Automated Reporting
- Develop automated reporting tools and dashboards to visualize program performance.
- Mentor regional teams and project staff to strengthen data access, entry, analysis, and utilization.
- Guide and support partners in configuring and standardizing indicator definitions, calculations, and reporting.

- Document lessons learned and best practices in M&E in line with USG guidelines.
Data Quality Assurance and Monitoring
- Conduct routine monitoring visits to project sites and perform Data Quality Assessments (DQAs) and verifications using official tools.
- Create and manage electronic systems and plans for data quality review, validation, and verification.
- Review routine program data in DHIS2, Infolink, DATIM, generate DRT tools, and coordinate feedback with Regional SI Officers to strengthen data quality and reporting.
Data Analysis, Visualization, and Use
- Conduct data collection, compilation and report submission (weekly, monthly, quarterly, semi-annual, and annual), including narrative components for the assigned region.
- Support data analysis to generate insights on trends, gaps and opportunities for program improvement across community and facility interventions.
- Develop and maintain dashboards to visualize project performance, including targets vs. actuals, deviations, and trends.
- Manage setting and distributing site level targets for performance monitoring.
Database and Health Information Systems Management
- Maintain and support program databases for data capture, reporting, and client outcome tracking, including national and project-specific platforms (e.g., National CTC2 databases, Infolink, DHIS2, DATIM, UCS, and other relevant databases).
- Strengthen the use of project-based DHIS2 systems by mentoring, regional teams, and project staff on data access, entry, analytics, and utilization.
- Troubleshoot data submission errors and coordinate timely corrections with responsible staff.
- Oversee implementation of Going Online (ORA) activities across Police and Prison Facilities.
- Perform any other duties as assigned by the supervisor.
Education & Competencies:
- Master’s degree in Public Health, Epidemiology, Statistics, Health Monitoring, Computer Science, Project Management, or Public Health Informatics, with a minimum of six (6) years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL). The candidate should also demonstrate a strong understanding of HIV/AIDS care, treatment, and community-based interventions.
- Previous experience working with CDC, USAID, DoD, the U.S. Department of State (DoS), or other PEPFAR‑supported programs.
- Experience in technical capacity building to NGOs, local government, and health facilities.
- Proficiency in Power BI and Tableau for developing interactive dashboards.
- Strong knowledge of Microsoft Windows, Power BI, Microsoft Office, and database management systems such as SQL Server and Access.
- Familiarity with GIS tools (e.g., ArcGIS, QGIS) is an added advantage.
- Understanding of Collaborative Learning and Adaptation (CLA) methodologies.
- Strong analytical and problem-solving abilities with the capacity to translate complex data into actionable insights.
- Excellent organizational skills with the ability to manage multiple tasks and projects simultaneously, ensuring accuracy and meeting deadlines.
- Demonstrated cultural sensitivity and ability to work with diverse populations.
- Collaborative team player who is open to feedback, adaptable to change, and maintains ethical standards and confidentiality.
- High proficiency in written and spoken English.

The expected hiring salary range for this role is TZS 75,000,000 – 95,000,000 annually for basic salary.
