MAJOR RESPONSIBILITIES

Partnering Capabilities and Policy Implementation (25%)

  • Support SLT in the socialization and implementation of the Working with Partners policy across the office and all teams.
  • Develop, contextualize, and maintain office partnering guidelines and procedures across all departments and programmes in collaboration with relevant leadership.
  • Facilitate the assessment of partnering capabilities within the office (e.g. using the Partner of Choice process or Partnership Scorecard).
  • Support the development of the Partnership Business Plan and support the Senior Leadership Team in coordinating the implementation of partnership action plans.
  • Work with senior leadership to strengthen partnership strategies that foster partnership effectiveness, quality, and business value.
  • Coordinate periodic reviews of partnering guidance and processes, incorporating feedback from staff and partners to ensure ongoing alignment with policy, strategy, and emerging best practices

  • Working with Partners policy consistently understood and applied across all departments and programs.
  • Contextualized partnering guidelines and procedures approved, current, and operationalized within the National Office.
  • Partnering capability gaps and strengths systematically identified through standardized assessments, informing targeted improvement actions.

Technical Support and Capacity Strengthening on localization and partnership (20%)

  • Provide technical support and guidance to the National Office in applying partnering policies and the office guidance on issues related to localization and partnerships
  • Support National Office in the design and implementation of the initiatives/projects that help to advance the localization agenda/strategy
  • Support the development and review of partnership agreements (including MOUs and sub-grant agreements) to ensure alignment with core principles, standards, and procedures.
  • Support the mapping and strategic management of partnerships at all levels and across sectors (for all lines of programming).
  • Support operations in ongoing partner capacity strengthening: including assessments, co-developing tailored capacity strengthening plans with partners, and monitoring progress.

 End Results

  • National Office and field teams consistently applying localization and partnering policies, tools, and guidance in programme implementation.
  • Localization initiatives and projects designed and delivered in alignment with the Tanzania NO localization strategy and global commitments.
  • Partnership agreements (MOUs and sub-grants) compliant with World Vision standards and clearly articulating roles, value, and accountability.
  • Strategic partnership portfolio mapped, analyzed, and managed to optimize coverage, complementarity, and impact across sectors.

Oversight of Localization indicatives, Compliance, and Partnership and Risk Management (20%)

  • Ensure Partnering Procedures and associated tools and processes (BPS, due diligence, safeguarding, capacity assessments) are consistently applied in all partnership development.
  • Coordinate due diligence and Organizational Capacity Assessment (OCA) processes in collaboration with the partnering committee or team; consolidate findings and share validated reports with relevant managers.
  • Support development of Partnership Agreements including partnership risk management plans; where necessary support implementation and reviews to adjust based on partner performance, evolving context, and emerging risks.Work closely with other team members and ensure internal processes are handled at its perfection

  • Partnering Procedures, due diligence, safeguarding, and capacity assessment tools consistently applied across all partnerships.
  • Due diligence and Organizational Capacity Assessments completed on time, with validated findings informing leadership decisions.

Monitoring, Evaluation, and Learning (15%)

  • Support the development of high-quality learning pieces on localisation and partnership, in collaboration with PQS and operations teams.

  • In close collaboration with the SLT, represent the national office at local and international localization and partnership coordination meetings and spaces
  • Influence policies and practices that promote localization including through stakeholder meetings and advocacy briefs.
  • Provide support to the national office and field offices on national and field-level advocacy efforts relating to localization.
  • Support local partners to lead and participate meaningfully in national and international forums and events. Organize and facilitate learning forums to promote exchange of best practices in partnering networking, collaboration, and sub-granting.
  • Support teams in annual partnership performance and health checks to support continuous improvement in partnership quality and effectiveness.
  • Develop organisational learning and performance resources on localization and partnership and support their roll-out.

End Results

  • High-quality learning products on localization and partnership generated and used to inform strategy, practice, and decision-making.
  • National Office effectively represented and contributing to national, regional, and global localization and partnership platforms.
  • Policies, practices, and stakeholder engagement influenced to advance localization priorities and partner leadership.
  • Staff and partners supported to engage in evidence-based advocacy related to localization.
  • Local partners enabled to meaningfully lead and participate in national and international forums.
  • Annual partnership performance and health checks completed, with clear actions implemented to improve partnership quality and results.

Knowledge Management and Systems (10%)

  • Develop and manage a partner database and dashboard, ensuring proper electronic filing and storage of all partnership documentation.
  • Establish and maintain an online knowledge-sharing platform for partners to access resources and share insights.
  • Ensure documentation of partnering-related materials, success stories, and learnings, in line with office guidelines and data management standards.
  • Support the documentation and sharing of success stories, best practices, and lessons learnedfrom partnership experiences.

End Results

  • Comprehensive and up-to-date partner database and dashboard supporting evidence-based decision-making.
  • Functional online knowledge-sharing platform established and actively used by partners and staff.
  • Partnership documentation systematically maintained in compliance with data management and audit standards.
  • Success stories, best practices, and lessons learned documented and shared to drive continuous improvement and innovation.

Internal WV processes (10%)

  • Ensure compliance to Partnership and WVT standard’s (LDRs, Performance Agreements, Performance Reviews, Online Training, Our Voice Survey etc)
  • Complete grant-associated trainings
  • Ensure other team members adhere to the compliance standards with WV

  • Full compliance with World Vision Tanzania and WVI standards, policies, and accountability requirements.

Required Professional Experience

  • Minimum of 5 years of professional experience in partnership-based model with local NGOs, Faith Based Organizations and/por Civil Society Organizations.
  • Demonstrated experience of working with local organisations in transformative processes that strengthened their capacities, voice and influence and levels of funding.
  • Demonstrated experience working with national/local partners and managing external stakeholders.
  • Experience with project cycle management, including monitoring and evaluation.

Required Education, training, license, registration, and certification

  • A Bachelor’s degree is required in a relevant field such as International Development, Social Sciences, or Business Administration.
  • A Master’s degree or professional certifications will be an advantage.

Preferred Knowledge and Qualifications

  • Familiarity with localisation policy instruments (e.g., Grand Bargain) and familiarity with current debates on localisation.
  • Proficiency in capacity assessments and quality assurance tools and technologies. Excellent computer skills, including proficiency in MS Office (especially Excel), data analytics and visualization tools (e.g., Power BI) is mandatory.
  • Excellent communication and presentation skills in both English and Kiswahili is requirement

Sponsorship and Program Facilitator (IWASH) at World Vision

MAJOR RESPONSIBILITIES

Planning, Implementation and reporting of planned activities (40%)

  • Participate in planning and budgeting, preparation of work plans, implementation of planned activities and monitoring/ reporting of progress.
  • Implement the Project activities for Wash, H&N and sponsorship  projects to ensure all project activities and budget are spent according to plan, budget, timeframe and quality
  • Facilitate and monitor the implementation of planned activities and community level engagements.
  • Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and Seminars.
  • Identify local level partners, support and facilitate the partnership in the implementation of planned activities.
  • Facilitate stakeholders and partners in supervision and monitoring of programmatic activities.
  • Support the collection and documentation of impact and success stories on monthly, quarterly, semi-annual and annually.

Monitoring, Evaluation and Reporting(20%)

  • Ensure periodic output data are collected and systematically filed every month and as per programming demand.
  • Work together with regional/district coordinator in gathering, reporting and analysing performance data for impact and sustainability of project implementation in a programme area.
  • Support all monitoring, evaluation and research tasks and deliverables for the project and ensure that all required reports and documentation are submitted timely
  • Ensure timely preparation and submission of monthly, quarterly, semi-annual and annual progress reports on the status of project implementation.
  • Ensure timely communication with the supervisor and other relevant partners to the project thereby maintaining strong relationships at the district.
  • To fill data into World Vision System templates on a monthly basis and as the indicator may require.
  • Timely annual planning and budgeting for project activities in collaboration with partners

  • Project indicators are consistently monitored in a timely manner to track progress and ensure alignment with objectives. Targets are established within set timelines, while annual planning and budgeting processes are completed timely to support effective implementation. Regular evaluations are conducted on schedule to inform strategic decision-making and uphold accountability.

Child Protection and Wellbeing/Monitoring of Registered Children (20%)

  • ·Support development of integrated monitoring plan in assigned area with ADP stakeholder
  • Analyze STEP management report and follow up critical RCs findings by using case management tool
  • Analyze Child wellbeing (CWB) RC visits and Service Operation Indicator (SOI) reports from STEP and share them with ADP stakeholders
  • Compile monitoring reports for management action.
  • ·Hold monthly / quarterly meetings with Child Monitors and guardians/parents and child protection committees to address findings from monitoring.
  • Identify, train volunteers/monitor, partners and train on sponsorship philosophy and partnership standard.
  • Provide quality and accurate information on presence, support and benefit to enable entry in STEP database.
  • Monitor the wellbeing and child abuse cases and report any accordance in line with child protection policy and guidelines.
  • Work with local leaders to protection children from child violations and abuses on child protection.
  • Sensitization of children including all RC on child protection.
  • Sensitize children, guardians/parents and other stakeholders about children’s rights and responsibilities with a view to identify child violations.
  • Facilitate spiritual nurture of children.
  • Foster partnership with local institution in RC monitoring.

End Results

  • All sponsorship standards are consistently upheld, ensuring quality, compliance, and alignment with World Vision’s policies and donor expectations. This includes timely and accurate documentation, effective child monitoring and engagement, and safeguarding practices that prioritize the well-being and dignity of sponsored children.

Financial and non-financial resource management

  • Ensure program assets, materials and financial resources are well managed to ensure Stewardship and accountability.

End Results

  • Stewardship is diligently practiced throughout project implementation, ensuring responsible management of resources, transparency in decision-making, and accountability to stakeholders

Required Professional Experience

  • Degree in Nutrition, Health, WASH, , or any relevant field.
  • Experience: A minimum of 3 years working experience in Health, and/or Nutrition projects at community level.

Required Education, training, license, registration, and certification

  • Basic understanding of advocacy approaches and advocacy issues at local and national level.
  • ·Significant experience of working with government officials, community groups and communities
  • Proven experience in facilitating effective project documentation and dissemination of results to a wide range of audiences. Attend and participate in the leadership of daily devotions.
  • Ability to take initiatives, team player who is able to work with minimum supervision

Regional Grant Finance Capacity Building Specialist at World Vision

The Regional Grant Finance Capacity Building Specialist will lead the design and delivery of tools, resources, and training on grant management and local capacity strengthening topics. They will partner with Subject Matter Experts (SMEs) to define learning objectives, conduct needs assessments, analysis and design, create storyboards, and develop materials and toolkits for using appropriate platforms – converting complex public and private donor regulations to simple toolkits and other materials that mitigate risk, promote compliance, and build grant management capacity.

Key Job Responsibilities

  • Content: Create content that simplifies complex donor rules and regulations, supporting the needs of the grants community in implementing grant-funded projects, including, but not limited to, USG, Global Fund, UN, and other public and private donors, especially in fragile contexts.
  • Maintain and manage team sites for content created.
  • Support the prioritisation of content creation as needed by learners and/or the grants community
  • Mentoring: Provide direct coaching and mentoring support to World Vision grant and partner staff.
  • Develop training: Design, create, revise, and structure content, activities, and materials for in-person, online, and hybrid formats with a focus on instructional delivery methods that are best suited for the learning environment and learner experience.
  • Revise and rewrite content as needed to ensure global grant acquisition, management, and compliance materials reflect current trends,s and the desired learning outcomes are
  • Facilitate trainings in both virtual and in-person settings.
  • Attend and participate in meetings, devotion, chapel services, staff retreat, Day of Prayer, and other activities that may be required.
  • Participate, lead, or engage in projects as may be required and perform other duties as may be required.

Key Education, Knowledge, and Skills Qualifications for the Role:

  • Bachelor’s degree in a related field
  • A minimum of 5-7 years’ experience managing public or private grants, preferably in an international NGO environment.
  • Experience in training and coaching others on complex or technical content, especially in grants finance and acquisition management.
  • Experience working with regional offices, national offices, or field offices conducting capacity building, assessment, partnering, and/or strengthening.
  • Ability to simplify complex information, problem solver, and thinks like a partner.
  • Ability to analyse, design, develop, implement, and evaluate programs and projects.
  • The position requires the ability and willingness to travel internationally up to 20% of the time
  • Proficiency in written and spoken English with a minimum of Professional French preferred.

Preferred Experience,  Knowledge, and/or other Qualifications:

  • Master’s degree or specialized certification in Grants Management and/or Training and Facilitation
  • Experience working with the Global Fund and/or other multilateral donors
  • Knowledge and understanding of localization and local capacity strengthening in the international development context
  • Experience working with analysis, media, and learning tools (e.g, Adobe Captivate, Articulate, Raptivity, Camtasia, Power BI, etc.)
  • Ability to work cross-culturally and demonstrate understanding and sensitivity to cross-cultural issues
